University of Texas political science professor Clint “specializes in international relations, particularly international political economy and international organizations,” wrote the contributor of a biographical blurb to the University of Texas at Dallas Web site. “In addition to teaching classes on those subjects at UTD’s School of Economic, Political and Policy Sciences, his research investigates the intersection of international politics, economics, and law. Recent papers analyze the international “rules” governing foreign investment via investment treaties, as well as financial liberalization, such as the opening of stock markets to foreign investors and the process of recruiting multinational corporations to new sites of production. Recent research examines the role of political risk insurance in resolving investor-state disputes.”
Peinhardt is the coauthor, with his fellow political economist Todd Sandler, of Transnational Cooperation: An Issue-based Approach. The work draws on modern game theory analysis to examine the ways modern nations are liable to cooperate with or oppose one another. In essence, stated M. Amstutz, writing in Choice, nations can cooperate in areas like policing, trade, and global health, and they can compete in areas like terrorism and pollution—but there are limits to both areas. “This book,” concluded Amstutz, “is strongly recommended for all academic libraries and for college courses on global collective action.”

Clint Peinhardt specializes in International Relations, particularly International Political Economy and International Organizations. In addition to teaching classes on those subjects at UTD’s School of Economic, Political and Policy Sciences, his research investigates the intersection of international politics, economics, and law. Recent papers analyze the international “rules” governing foreign investment via investment treaties, as well as financial liberalization, such as the opening of stock markets to foreign investors and the process of recruiting multinational corporations to new sites of production. Peinhardt (Univ. of Texas, Dallas), a political scientist, and Sandler (Univ. of Texas, Dallas), an economist, examine factors that contribute to or impede interstate cooperation at the global, regional, and transnational levels. This study uses game theory to illuminate the limits and possibilities of transnational collective action. In the first part of the book the authors present theoretical and conceptual elements relevant to the logic of collective action, while chapters 5-12 examine transnational cooperation in specific issue-areas. Some of the neutral or beneficial issues examined include sovereignty, foreign aid, global health, sovereignty, international trade, and global finance; some of the harmful issues discussed include civil wars, terrorism, drug trafficking, money laundering, rogue states, air pollution, and nuclear proliferation. This sophisticated, well-written book provides an excellent introduction to transnational cooperation. The case studies not only illuminate how game theory and the logic of collective action help explain the limits and possibilities of cooperation in specific issue-areas but provide a clear and succinct overview of each of the global issues being addressed. This book is strongly recommended for all academic libraries and for college courses on global collective action. Summing Up: *** Highly recommended.
